The Big Six - Meet the Official Ating-Koop Party List Nominees


After more than a year of trials the Ating-Koop Party List has faced, it has now emerged victorious. With the cuts on party lists in the country the COMELEC has recently made, Ating-Koop is proud to announce that we have been accredited and acknowledged as the legitimate party list led by its President, Dra. Amparo T. Rimas. Now, as the party faces another challenge this coming 2013 national elections, it has selected among its members six true-blooded cooperators from different parts of the Philippines - Luzon, Visayas, and Mindanao - who will represent the party and the cooperative advocacies in the House of Representatives. It's time to meet The Big Six - the official nominees of the legitimate Ating-Koop Party List.

First Nominee - ROBERTO CAPAROS MASCARINA
A Man with a Purpose


Integrity, credibility, compassion, and honor – these words define the first nominee, Roberto C. Mascarina. "Ka Bert" established himself as a true-blooded cooperator after almost 27 years of success of Barangka Credit Cooperative which he co-founded with his fellow cooperators from the Universal Textile Mills, Inc. in 1986.

As a former laborer, he knows the needs of members which allows him to respond to those needs without hesitation. His heart belongs to every person who works hard for his family, brought about by his experiences in life. Having his education at the University of Santo Tomas put to a halt to support his family, sleeping under a creek near the construction site he worked at just to save money and make ends meet, he is no different from those who want to give their families a good life, giving him the strong desire and dedication to help those in need through cooperation. He never fails to look back and take inspiration from his forebearance in life.

Apart from possessing the true characteristics of a leader, his qualifications make him an outstanding choice. The difficulties life has given him did not hinder this strong-willed man from reaching his dreams. Not only did he get his Engineering Degree from the Central Colleges of the Philippines but he also has an MBA in Financial Management from the National College of Business and Arts.

Having attended several international and local training and developmental programs including those facilitated by the World Council of Credit Unions (WOCCU), the Association of Asian Confederation of Credit Unions (ACCU) and the Philippine Federation of Credit Cooperatives (PFCCO), he made Continuous Education in cooperatives one of his personal advocacies; thus, he acceded training activities and seminars for various cooperatives in partnership with the PFCCO and the Marikina Federation of Cooperatives.

Now armed with his education and sustained leadership traits, his more than 2 decades of cooperative experience make him a veteran in the field who knows exactly what cooperatives in the Philippines need. He is also one of the Board of Directors of various cooperative organizations such as the Marikina Federation of Cooperatives (MAFEDCO), Metro South Cooperative Bank in which he was previously the Treasurer, Philippine Federation of Credit Cooperatives - National Capital Region League (PFCCO-NCRL), and the current Chairman of the PFCCO- Marikina Chapter, to name a few.

A Man with a Purpose - ROBERTO CAPAROS MASCARIÑA is willing to have his retirement and the comforts it has to offer take the backseat for the sake of fulfilling his purpose of serving the cooperative sector of the country.

Second Nominee - Dra. AMPARO TENEDERO RIMAS

The Gentle Soul

She could have easily chosen to retire and enjoy what life has to offer; instead, she chose to continue serving the people of Baguio-Benguet and the rest of the country especially those who believe in the spirit of cooperativism by being the President of the Ating Koop Party List.

Dra. Amparo Rimas, whom most people fondly call as "Mam Ampy" is a gentle soul but she is someone who should not be taken lightly and is definitely a tough nut to crack. She is the representation of a leader with an immense strength of character and fighting for what she truly believes in with an untarnished credibility.

Currently the Chairperson of the Cordillera Administrative Regional Cooperative Development Council (CAR-CDC), Chairperson of the Baguio-Benguet Community Credit Cooperative (BBCCC), and President of the Ating-Koop Party List, she has proven her competence as a leader in the cooperative sector.

This lady is not only a cooperator; she is also a Doctor of Education. She finished her Doctorate from St. Louis University in Baguio where she also completed both her Master of Arts in Education and Bachelor's Degree in Education. She is also a believer in the importance of education amongst cooperators as she has attended different training programs and seminars globally and locally which are intended to further develop and empower cooperatives in the country which undoubtedly makes her a Cooperative Leader. Ampy is also multi-awarded having received multiple awards from both government and non-government bodies; she was awarded as one of the "Outstanding Citizens of Baguio" in the area of Cooperative Leadership.

Third Nominee - LANCELOT BORJA PADLA 
The Gladiator of Cooperatives 


He remained subsisted on the arena and upheld what his conscience was telling him. He could have easily become biased hailing from Mindanao but he chose to do what is ethical. This is Lancelot "Allan" Borja Padla - a man with a sense of nobility and word of honour.

At first glance, you will see a man who looks ordinary. His credentials would say otherwise because nothing about him is ordinary. An exemplary man decorated by his humility, he is currently the Chief Executive Officer of the Federation of Mindanao Cooperatives, formerly the Manager of the CARAGA Business Center, and a Field Officer for Mindanao of the Credit Union Micro Finance Innovation.

He is also the Project Manager for Maternal Child Health / Family Program of the Private Sector for Mobilization that is funded by the USAID for the Butuan City and Agusan del Norte areas and does project consultancy for the Dinagat Island Foundation Inc. Micro-Finance Program under the Phil-Australian Community Assistance Program in the San Jose, Dinagat Province.

With his candor and the ability to stand up to his principles even when left alone in the battlefield of turmoil, he will indeed make a great leader for the cooperative sector who will truly put the needs of others before himself.

Lancelot Padla Borja - A selfless person who is committed do what is right for the common good; he is indeed your Gladiatior of the Cooperatives.

Fourth Nominee - JOSE YPANTO TORRES, JR. 
The Quiet Man with a Loud Mind


"Quiet people have the loudest minds." - Stephen Hawkings

Jose Ypanto Torres Jr. is someone who usually keeps to himself. He is not a man with a lot of words to say especially during conventions but his actions speak volumes about him. His loyalty to the cause reflect the kind of man that he is - a person with "Palabra de Honor" for staying true to his principles and the advocacies of the cooperative movement, and most importantly, a man of integrity.

Hailing from Tanjay City, Negros Oriental, he is the only person who was nominated from the Visayas region. Suffice it to say, his years of serving his fellow Visayans and his education have added credence to his ability to lead and guide the cooperative movement, not with a booming voice but rather, with the look of wisdom he has in his eyes.

Having a degree in Political Science from Foundation University in Dumaguete City and having worked for the government as an elected Barangay Captain for Poblacion VI in Tanjay City, appointed as Municipal Public Information Officer and as a Local Revenue Collection Officer, he truly knows how politics goes in the Philippines. He has also worked as a part-time Radio Announcer for DYWC, Field Reporter for DYGB-FM, Radio Announcer and Newscaster or Hot FM. As a part-time College Instructor at Villaflores College in Tanjay City, he shares his expertise and knowledge his years of experiences has taught him.

His work experiences and education do not only account for his qualifications but as a cooperator, he has also attended several trainings and seminars that makes him well-equipped to be a leader of the cooperative movement.

A quiet man with a loud mind - actions speak louder than words for Jose Ypanto Torres Jr.

Fifth Nominee - ERLINDA ESTANISLAO VELASCO DUQUE 
The Tigress of Cooperatives

Do not be afraid of a smart woman who speaks her mind as she will fight for what she think is right for the benefit of everybody.

Erlinda "Lynne" Duque has an amazing strength of character that will surely surprise everyone who meets her. She is known for her sweet and caring demeanor but when circumstances call for what needs to be said and done, expect her to never back down especially when she thinks it is the honorable and benevolent thing to do. She is the archetype of the saying "Never underestimate the power of a woman".

Her traits make her an excellent cooperative leader albeit her education adds more to her competence and dexterity. She graduated as an Accounting Cum Laude from the Philippine College of Commerce and has since then become a Certified Public Accountant. She is currently working as the Treasurer of several companies - United Philippine Lines, Inc., Source Asia Business Inc., 24/7 International, Heroes Square Inc., Plaza Santiago Corporation, Manna Greenfields Inc., Belchem Philippines, First Magister International to name a few, and most importantly, the Ating-Koop Party List - that ascertains to her wisdom and her ability to pilot organizations, more so in the cooperative movement.

As a cooperator, she has also attended several international and local training programs and seminars that add to her expertise in the field of cooperatives. The moment she starts speaking, she captivates the audience with her proficiency and finesse with a touch of humour which adds to her ability to charm the crowd.

Sixth Nominee - ATTY. EDEN VILLAMENA-DEVERLA SARNE 
The Prolific Lawyer of Cooperatives

"Eden" - a word closely related to the Aramaic word meaning "fruitful". Eden Villamena-Deverla Sarne has indeed worked her way up the ladder and has become the prolific person that she is.

From being a Certified Public Accountant having graduated from the Philippine College of Commerce, she has received her Masters Degree in Business Administration from the Manuel S. Enverga University Foundation in Lucena City and eventually passed the bar, becoming a lawyer, after taking up her Bachelor of Laws at the Manuel L. Quezon University.

She has worked as an Auditor and Director-Chair of Barangay Legal Education Seminars at the Integrated Bar of the Philippines (IBP-Quezon)  and is currently a member of the Philippine Institute of Certified Public Accountants (PICPA). She has a multitude of work experiences that strengthens her qualifications to lead the cooperative sector into success. She is practicing her profession in Quezon Province and Lucena City - both as an Attorney at Law and CPA. a Board of Director and Treasurer of the TIA Insurance Agencies, Inc.

A strong believer in cooperatives, she is actively involved in various cooperatives in her region as well as in the Ating-Koop Party List. She is an accredited speaker, lecturer and legal consultant in Quezon Federation and Union of Cooperatives and at St. Jude Multi-Purpose Cooperative. At the Kooperatiba sa Pagpapaunlad ng Sampaloc, Quezon and Mauban Farmers Multi-Purpose Cooperative, she works as the External Editor and Legal Consultant for both cooperatives.

Her fruits of labor and dedication had made her the empowered woman that she is. Meet Atty. Eden Villamena-Deverla Sarne - the Prolific Lawyer of Cooperatives.

Who is ATING-KOOP Party List #35? A Brief History and Introduction

Cooperation among Cooperatives is one of the things that led to the birth of the Adhikaing Tinataguyod ng Kooperatiba (ATING-KOOP) Party List. With the desire to have a voice in the House of Representatives who will further the advancement of the cooperative movement in the Philippines, people from various cooperatives all over the country, together with Council Members from the Philippine Federation of Credit Cooperatives (PFCCO), convened and established the party list as a national sectoral organization on December 9, 2007 at the Baguio Benguet Community Credit Cooperative. This was spearheaded by the following cooperative leaders:

On December 12, 2008, the Ating-Koop Party List was thereafter duly registered as a non-stock profit organization with the Securities and Exchange Commission and approved the following people as the Incorporators/Trustees:

  15.  Dra. Elizabeth Dumapig

The application for the registration of the ATING-KOOP Party List to become one of the party lists vying for a congressional seat in the Party List System of Representation of the 15th Congress by The Commission on Elections (COMELEC) was approved. In the 12-page Resolution SPP No. 09-030 (PL) of the First Division of the COMELEC, dated November 13, 2009, the ATING-KOOP Party list was unanimously granted the petition and approved the Adhikaing Tinataguyod ng Kooperatiba as a national sectoral organization that shall represent the cooperative sector, majority of whom are part of the marginalized and underrepresented sectors of the society in the country.


The petition for the registration of the ATING-KOOP Party List encountered stumbling blocks along the way as there was a strong opposition that came from another party list that also represents the cooperative sector, but with the number of evidence and documents submitted by the ATING-KOOP Party List, the COMELEC was convinced of its positive track record in the advancement and empowerment of the cooperative movement. The Verification Reports submitted by the COMELEC’s Field Officials has proven that the party list is indeed present in the majority of regions in the country, lending credence to its ability to wage a legitimate campaign. This led to the COMELEC finding no reason why the party list should not be able to contribute to the formulation and enactment of laws and appropriate legislation that will benefit the entire nation.


ATING-KOOP is a national sectoral organization composed of citizens and other organizations with the common goal of strengthening the Philippine Cooperative sector whose core ideology is the advocacy and promotion of the interest of the cooperative movement. That being said, ATING-KOOP is the flag-bearer and a true representation of all Cooperatives who believe that cooperatives must be self-regulated, autonomous, tax-free, and ought to be recognized as amongst the most viable financial and social institution or development and progress in the country.

The ATING-KOOP Party List continues to fight for its advocacies:

1.  Creation of a large middle class through cooperatives and social entrepreneurship;
2.  Sustainable development aimed at eradicating poverty and unjust social structures;
3.  Preserving the environment and equitable distribution of wealth through people empowerment;
4.  Democratic participation by the grassroots under principle of subsidiarity and mutual interdependence;
5.  Respect for our diverse culture and religions; and
6.  Peace and harmony as the foundation of development

                        

It was proclaimed as a winning party list representative on December 8, 2010 with total votes cast at 175, 770. Once again, the ATING-KOOP Party List continues the battle it has started by finally being accredited by the COMELEC after all the cuts made on the party lists in the country, and seeking a re-election in the House of Representatives this coming 2013 National Elections.




An Introduction to Cooperatives and its Principles




What is a Cooperative?

A Cooperative is a democratic and autonomous association or organization of people that are united and brought together on a voluntary basis by their common social, cultural, economic needs, and aspirations through a democratically-controlled and jointly-owned enterprise. 

Cooperative Principles

These principles serve as a guide and standard cooperatives adhere to, not just in the Philippines but all over the world.

1.       Voluntary and Open Membership
Membership to cooperatives is open to everybody who wishes to be part of the group without prejudice to anyone’s gender, race, social, political, and religious orientation.

2.       Democratic Member Control
As democratic organizations, members own and control the cooperatives and the principle “One Member, One Vote” applies. Everything is organized in a democratic manner.

3.       Member Economic Participation
Members are expected to contribute equitably to, and democratically control the cooperative’s capital and receive limited compensation for voluntary work done as a condition of membership.

4.       Autonomy and Independence
Being self-help and independent organizations, cooperative only enter into arrangements and/or agreements with the government and other organizations provided that the terms will ensure that democratic control will be maintained.

5.       Education, Training, and Information
Members, employees, and officers are sent to different training programs that will further enhance and sharpen their skills and knowledge in effectively running the cooperative for its continuous growth and development.

6.       Cooperation among Cooperatives
Sharing the same cause and advocacies, cooperatives work together and help each other to strengthen the cooperative movement on both national and international levels.

7.       Concern for Community
Communities play an integral role in the existence of cooperatives. That is the reason why cooperatives support programs and activities that will results to a sustainable development among its communities.
